Distance education is growing in popularity globally\, maybe not so in Europe as in America\, Canada\, Australia… More and more learning and classes are taking place online and depending on the technology. We take e-books\, online courses\, watch videos on YouTube\, communicate online\, have virtual practices and laboratories\, get online certificates and diplomas. The number of online programmes and accessibility for learning are growing every day. While technology brings numerous opportunities for students and teachers\, still challenges are opening for distance education as well. \nIn discussion with distinguished experts join us in the discussion on some of the challenges the distance education is facing: \n\nhow recent technology innovations line VR\, AI\, AR can be used to support distance learning efficiently and do/can they provide real opportunities in learning?  \nwith all information available today through numerous communication channels learner attention is easily disrupted and difficulty kept\, deep learning is difficult to achieve – how to keep learners’ attention on the course?\nhow to create and ensure good quality materials and courses\, from the point of online learning in HE to distance education?\nhow to protect respectable institutions and good quality programmes from the fake ones?\nMOOCs were at one point taken as a trend that will pass – is it so\, and how important MOOCs are for the education?\n\n\nPanel members: \n\nAirina Volungevičienė\, Vytautas Magnus University\, EDEN Senior Fellow\, LieDM association\n\nAirina is the Director of Innovative Studies Institute at Vytautas Magnus University\, Lithuania and former EDEN president. Assoc. prof. dr. Airina Volungevičienė has been working among leading researchers\, methodology specialists and education policymakers in the area of technology enhanced learning (TEL) development in Europe and Lithuania since 1997. Having established the national network for distance and e-learning in the country\, then Lithuanian Distance and e-Learning association (2010)\, she continued as a leader in research and project work to promote the development of TEL in Lithuania and Europe\, introducing many innovations in different education organizations from school\, VET\, adult learning and higher education sectors.  \n\nJennifer Roberts\, Vice President/Publications Officer\, ODLAA\n\n \nDr Jenny Roberts is a senior researcher at the Institute for Open and Distance Learning (IODL) at the University of South Africa (Unisa). he is currently a co-editor and contributor to a textbook on the teaching of Life Skills as well as co-editor of the special themed edition of the Distance Education journal. She is the leader of the Unisa research thrust “Technology and the Changing Role of Academics in Distance Education”. She describes herself as a lifelong learner\, even at a distance\, as can be seen from the fact that she is currently enrolled for various Massive Open Online Courses (MOOCS) in teaching mathematics\, psychology and research methodologies. Dr Roberts is the first South African to be elected to the executive committee of the Open and Distance Learning Association of Australia (ODLAA). \n\nDean Hoke\, USDLA board member president-elect\n\n \nMr. Hoke has 40 years of progressively responsible and visionary leadership roles in higher education\, communications\, and eLearning throughout the United States and the United Arab Emirates. He serves as the Managing Partner of Edu Alliance Group a higher education consulting firm. Mr. Hoke began his 40+year career at Bellarmine University in Louisville\, KY then joined public broadcasting becoming a General Manager and CEO of three public broadcasting TV and radio stations throughout the United States. In 1998 he co-founded The Connected Learning Network\, a comprehensive provider of eLearning services for the educational community in the USA and Europe. \n\nSvetlana Knyazeva\,  UNESCO IITE\, EDEN Fellow\n\n \nSvetlana Knyazeva holds a PhD in Information and Library Science and is Chief of the Unit of Digital Pedagogy and Learning Materials at the UNESCO Institute of Information Technologies in Education\, Moscow. Since 2009\, she has been coordinating a project on OER in non-English-speaking countries and promoted OER through analytical and diagnostic studies\, strategic advice and facilitation of professional development related to the use of ICT and OER in teaching and learning. Her research interests cover innovative teaching methods and foresight in ICT in education as well. \n\nJonatan Castaño Muñoz\, EC JRC\n\nJonatan is a researcher working at the Joint Research Centre in Seville. He holds a Ph.D. in Information and Knowledge Society and a Master’s in Research Methods for Social Sciences. Jonatan is part of the ICT for Learning and Skills team and his research is focused on the socioeconomic implications of the modernisation of education\, especially of the use of e-learning\, open education and massive open online courses (MOOCs) in educational systems. \n\nSally Reynolds\, ATiT\n\n \nSally Reynolds is an Irish national with a background in remedial linguistics\, Sally first worked in radio and television in Ireland as a presenter and producer for the national broadcaster\, RTE specialising in educational programming. From 1990 onwards\, she worked in technology enhanced learning networks in Ireland\, Germany\, The Netherlands and Belgium. She is a Director of ATiT which she co-founded in 1999 where she leads on dissemination and event management\, media literacy\, and media education from primary through to continuing education and has considerable experience in all levels of European project management from concept through to validation. Sally leads in the organisation of the annual Media & Learning Conference and is actively engaged in the related MEDEA Awards and Media and Learning Association. Through her work with ATiT and the Media & Learning Association\, Sally has been involved for many years in media education and media literacy initiatives of one sort or another. Sally is an experienced media producer\, event manager and European dissemination strategist.

SUMMARY:What might the future hold for distance education universities?

Historically\, distance education institutions stood apart from their face-to-face rivals with educational models that were very different\, reflecting a variety of types of students. However\, traditional face-to-face universities have extended their educational offer to try to meet this demand\, arguably blurring the difference between the two types of institutions. This convergence together with the corresponding expansion of technology-enhanced learning and reductions in funding is arguably leaving distance education universities in a state of crisis. António is a member of the International Advisory Board of the Distance Education and Learning Futures Alliance of the Massey University and the Vice-president of the Ad Lucem Association (University of Lisbon). He’s also on the scientific board of fifteen international journals and has participated in close to thirty international research projects on educational innovation and open education. He is an English Teacher (K12-EFL)\, always curious about new ways of using technology in education and also an enthusiast of online learning and the amazing web. From 2011-2017 he held the position of Vice-president at the same university and has been responsible for Quality and Academic Affairs. He held positions as Associate Professor of University Duisburg-Essen (Germany)\, Professor for Technology Enhanced Learning of University Augsburg (Germany) and Associate Professor of the Graduate School for Management and Technology of the University of Maryland University College (USA). \n\nEbba Ossiannilsson\, SADE\,  EDEN Executive Committee Member\n\nEbba Ossiannilsson is an independent researcher\, expert\, quality assessor and influencer in the fields of open online flexible\, distance learning\, including e-learning TEL\, OER and MOOCs. Her focus is on quality\, innovation\, leadership\, and personal\, learning. She is in EDEN EC\, Chair the EDEN SIG for TEL and quality enhancement\, EDEN Fellow\, and EDEN Council of Fellows. She is in the ICDE EC\, and Chair the ICDE Advocacy Committee\, for the worldwide advocacy of OER. Ossiannilsson is a quality expert and reviewer for ICDE\, and the EADTU\, and an evaluator and expert for the European Commission. She works with the Swedish Institute of Standards and ISO. She is a member of the Digital Skills and Jobs Coalition Sweden. Ossiannilsson is VP of the Swedish Association for Distance Education. Ossiannilsson hold her PhD from Oulu University\, Finland\, with a dissertation on benchmarking e-learning in higher education. She led the ICDE’s quality standard study in 2014-2015. She is in the editorial board of several scientific journals.  \n\nDr. Don Olcott\, Jr.\, Global Consultant\, EDEN NAP SC member\, EDEN Council of Fellows Vice-Chair\n\nDon Olcott\, Jr.\, FRSA\, is a professor and global consultant specializing in educational leadership and open and distance education. He is also an adjunct full Professor of Educational Leadership with the University of Maryland University College (USA) and an adjunct instructor with Oldenburg University\, Germany. From 2014-2017\, he served as Professor and Co-Director of the uImagine Digital Innovation Laboratory and as Head of Virtual Campus at Charles Sturt University in Australia. Don was made an EDEN Senior Fellow and Honorary Professor at the University of South Africa (Unisa) in June 2018. Don was elected Vice Chair of the EDEN Council of Fellows in February 2019. Dr. Olcott is former Chief Executive of The Observatory on Borderless Higher Education (OBHE) in the UK (2007-2011)\, former Chairman of the Board of Directors and President of the United States Distance Learning Association (USDLA). SUMMARY:Considerations for Quality Assurance of e-Learning Provision
DESCRIPTION:Format: Presentation/panel discussion\nDescription: The learning landscape looks completely different today than it did five years ago. The way that learners are learning is changing dramatically. Today learning is available anywhere\, and everywhere\, and through any kind of device. Mobile learning is the first choice for most people today. Within a context of globalization and the knowledge economy\, the quality of higher education is increasingly regarded as strategically important for national economic development and competitiveness. High quality and relevant higher education equips students with the knowledge\, skills and core transferable competences they need to succeed after graduation\, within a high-quality learning environment which recognizes and supports good learning and  teaching. The recommendations in the occasional paper on Considerations for quality assurance of e-learning provision by ENQA are applicable to all forms of e-learning\, i.e. learning which is facilitated through the use of ICT. SUMMARY:New Learning Spaces to Support the EU 2020 Learning-Intensive Society
DESCRIPTION:Format: Panel debate\nDescription: \n“Learning Spaces” (LS) is the term used in a report published in 2006 by the Institute for Prospective Technological Studies\, “as a way to embrace a different view of future learning”. The context for learning in the schools and HEIs\, at any level\, is already changing\, and thus the characteristics and enabling infrastructure for learning spaces may also be changing. In this webinar strategies to plan and design new Learning Spaces\, related to the modern Learning-Intensive Society\, will be discussed. More platforms and tools are raising paywalls and several MOOC platforms are already experimenting with fees for access to course material\, thus making the open aspect of MOOC redundant. DESCRIPTION:European Distance Learning Week (EDLW) – November 5-9\, 2018\n\nWith the success of the European Distance Learning Weeks (EDLW 2016 and 2017) in the background\, EDEN organised the high profile online event again in November 2018. \nThis year 8 webinars with over 500 registered participants were held. The participants came from 41 different countries including 13 countries from outside Europe from Canada to Peru\, from South Africa to Nepal\, encompassing 4 continents (Europe\, Asia\, Africa\, America) and demonstrating a strong geographical coverage and a substantial outreach. \nAltogether 36 facilitators contributed to the successful implementation of the ambitious programme. Pre-existing conditions created in education established immense possibilities for innovations on the continent. Very complex and concise solutions are already in place. If we think about Open Education\, we have a variety of forms on offer (MOOCs\, OER\, open online learning\, virtual mobility\, remote experiments and science education\, to name a few)\, as well as regulations facilitating collaboration of education providers on all levels of education (Bologna process\, credit transfer\, prior and non-formal learning recognition). \nET2020 open coordination groups already proved their important role in fostering developments in member states. The working group on Digital Skills and Competences addressed transversal issues and collaboration on innovation development and implementation through all levels of education. DESCRIPTION:After a successful partnership between EDEN and USDLA in organizing National Distance Learning Week (NDLW) in the US in 2015\, EDEN organised the first European Distance Learning Week (EDLW) in 2016\, further expanding upon its collaboration with the US and other EDEN international partnerships. \nThis year 5 webinars with 393 registered participants were held. The participants came from 44 different countries including 16 countries from outside Europe from Canada to Brazil\, from South Africa to Nepal\, encompassing all 4 continents (Europe\, Asia\, Africa\, America) and demonstrating a strong geographical coverage and a substantial outreach. \n153 participants eventually turned up. 31 facilitators contributed to the successful implementation of this initiative\, among them representatives of the European Commission and the Lifelong Learning Platform. SUMMARY:Validation and recognition of non-formal open learning

Today there are numerous ways to learn and importance of non-formal and informal learning is increasing. We are talking about lifelong learning and opening up education but still are reluctant to recognize online open learning. One commonly-voiced perception is that online education is still a second-rate form of education for education providers and employers. The recognition of non-formal and informal learning outcomes is among priorities of European Commission as well. \nThis was incentive for development of the Erasmus+ project ReOPEN (Recognition of Valid and Open Learning) which is just starting under the lead of Vytautas Magnus University\, Lithuania and project partners. The ReOPEN project aims to create instruments to develop validated open online learning for recognition of prior and non-formal learning. \nIn webinar we will give an overview on JRC policy report on “Validation of Non-formal MOOC – based Learning” and show examples of successful application of open learning for continuous professional staff development and employing examples of digital badge approach. Geographical boarders merged\, societies became digitalized and networked\, learning enriched and enhanced by technology application. Technology enriched learning became the tool to develop societies\, to implement sustainable development policies and to implement the mission of global education.\n\nWe must acknowledge the fact that European policy and ambitions are also now\, as never before\, closely followed by global organizations (such as Unesco and others) with the interest to transfer best practices to other countries in the world. European practices are in high demand\, for recognition and cooperation interest. European models of collaboration\, exchange and technology enhanced learning are ready and must be shared with the world.\n\nEDEN\, as European network of Academics and professionals working for 25 years in the field of open and distance learning\, recognizes European experience in integration of technological innovations in education as highly experienced\, solid\, and useful to be exploited and transferred to other countries in the world. In return\, European open and collaborative way to share experiences must generate feedback from other regions of the world to foster the developments of education innovations. More and more jobs require knowing of ICT\, and at the same time great number of people in EU do not yet have basic digital skills. It is predicted that in 10 years all professions\, although not directly connected with ICT\, will require digital skills in order to improve their efficiency.  Therefore it is of great importance to ensure modern and quality education which will enable future employees’ knowledge and competencies needed for the 21st market. \nThe European Commission has adopted a new Skills Agenda for Europe. The agenda aims to make sure that people develop the skills necessary for the jobs of today and tomorrow. The agenda calls on European Union countries and stakeholders to improve the quality of skills and their relevance for the labour market. SUMMARY:European Distance Learning Week
DESCRIPTION:In cooperation with the National Distance Learning Week (NDLW) in the US\, organised by the United States Distance Learning Association (USDLA)\nAfter a successful partnership between EDEN and USDLA in organizing National Distance Learning Week (NDLW) in the US in 2015\, EDEN organised the first European Distance Learning Week (EDLW)\, further expanding upon its collaboration with the US and other EDEN international partnerships. \n5 webinars with 354 registered participants were held. The participants came from 41 different countries including 15 countries from outside Europe from Canada to Brazil\, from South Africa to Nepal\, encompassing all 4 continents (Europe\, Asia\, Africa\, America)  and demonstrating a strong geographical coverage and a substantial outreach. \n123 participants eventually turned up. 27 facilitators contributed to the successful implementation of this initiative\, among them representatives of the European Commission and the Lifelong Learning Platform. EDEN thanks the valuable contribution of the facilitators and hope that this initiative successfully contributed to the European dialog about the present state and the future of open and distance learning.
