Taking OER to the Next Level: European Network for Catalysing Open Resources in Education

The European Network for Catalysing Open Resources in Education (ENCORE+) is a new initiative launched by more than 10 organisations from higher education and business and co-funded by the European Commission. During the next 3 years, the initiative aims at creating four engaging European network communities – open to anyone interested – which will jointly consolidate a new, integrated vision and understanding of how OER and Open Education can foster innovation in higher education and business. Within each of the four communities, positions and visions will be elaborated:
- How can a new vision for an EU ecosystem of OER repositories look like?
- What are effective Open Education policies and practices for business as well as for higher ed?
- What does an effective quality model look like for OER?
- How is Open Education stimulating innovation in business and higher ed?
We invite you to take part in an initial event in which the founders of the initiative from across Europe take up the thread and to become part of the conversation along with your community peers in order to help shape what Europe’s OER initiative towards 2030 should ideally look like.

Professor for Educational Management and Lifelong Learning, Baden-Wuerttemberg Cooperative State University, Germany
Ulf is a learning innovation expert, founder of mindful-leaders.net, serial entrepreneur, and Professor for Educational Management and Lifelong Learning at the Baden-Wuerttemberg Cooperative State University in Karlsruhe since 2011. From 2011-2017 he held the position of Vicepresident at the same university and has been responsible for Quality and Academic Affairs. He held positions as Associate Professor of University Duisburg-Essen (Germany), Professor for Technology Enhanced Learning of University Augsburg (Germany) and Associate Professor of the Graduate School for Management and Technology of the University of Maryland University College (USA). Ulf has delivered keynotes and been speaking to audiences in more than 45 countries. He is author/ editor of more than 15 books and 150 scholarly articles with over 3000 academic citations. Ulf is a trained coach, facilitator and expert for mindful communication, and holds degrees in English Language, Social Sciences and Education Sciences from the University of Bielefeld, where he finished his Ph.D. with honors in the field of Technology Enhanced Learning in 2003. He was awarded his habilitation in 2008 from the University of Duisburg-Essen. His writings on Quality in education are internationally awarded.

Torunn Gjelsvik
Secretary General, International Council for Open and Distance Education, Norway
Torunn Gjelsvik is the Secretary General for International Council for Open and Distance Education – ICDE. She has held several executive leadership positions in various educational institutions and organizations, including the national membership association Flexible Education Norway. From 2015 to 2018 she was Head of Development at the ICDE Secretariat, and her international experience covers policy development, international networks, global events and cross-country project management related to the global field of online, open and flexible education. Gjelsvik has been a member of the Orientation Board of CNED (The National Centre for Distance Education in France) since 2016 and represents Norway in the “NVL Digital” network of the Nordic Network for Adult Learning (NVL).
Robert Farrow
Dr. Robert Farrow is Senior Research Fellow in the Institute of Educational Technology at The Open University, UK. He has led and contributed to a wide range of research projects in open education, including the OER Research Hub; the Global OER Graduate Network; BizMOOC; UK Open Textbooks; and currently ENCORE+, where leads the work around OER and innovation.
Orna Farrell
Assistant Professor, National Institute for Digital Learning; Coordinator, Digital Learning Design Unit, Dublin City University, Ireland
Orna holds a Phd in Education from Trinity College. Working within DCU’s National Institute for Digital Learning Orna’s research interests include online pedagogy, online student success and engagement, and eportfolio based learning. Currently, Orna is coordinator of the Digital Learning Design Unit, created to support DCU’s pivot to hybrid learning. Previously, Orna was programme chair of the DCU Connected online Humanities programmes. She is principal investigator of the National Forum funded project #Openteach: professional development for open online educators. She is the DCU PI for the Erasmus funded Encore project. Orna is a founding member of Eportfolio Ireland, a professional learning network for eportfolio practitioners and researchers. Orna is deputy chair of the European Distance and E-Learning NAP committee.
Juliane Granly
Project and Development Manager, International Council for Open and Distance Education, Norway
Juliane is the Project and Development Manager at International Council for Open and Distance Education, ICDE. She has spent several years working with NGOs on inclusive and innovative education programs focusing on increased job-opportunities and entrepreneurship. She is currently the project manager for the Erasmus+ project, European Network for Catalysing Open Resources in Education (ENCORE+) which is coordinated by ICDE in a consortium of 9 different partners within Europe.
Laura Barlassina
Project Manager, Fondazione Politecnico di Milano, Italy
Through her studies in Communication Design at Politecnico di Milano, where she graduated, Laura acquired graphic, photographic and video-production skills. Thanks to her working experiences, she has then specialized in the eLearning field. Actually she operates at Fondazione Politecnico di Milano where she combines the theories of visual communication with the good practices of active learning, in order to effectively convey the contents. Her activities are indeed focused on the design and the development of digital learning projects. In particular, she deals with graphic design, video editing, motion-graphic animations and interaction design. Additionally, she deals with web design and UX/UI design.
Silvia Baldiris
Technology-enhanced teaching and learning specialist, Universidad Internacional de La Rioja, Spain
Silvia is professor and researcher at Universidad Internacional de la Rioja. She collaboratively works with many colleagues around the world on technologically-based solutions and methodologies to improve teaching and learning processes which provoke positive changes in people’s lives. Silvia has participated in different research projects, such as EU Inclusive Learning or OER Map LATAM to promote the use of OER and also the inclusiveness of teaching practices.
Tina Marie Monelyon
Researcher, Chair of Education Management and Lifelong Learning, Baden-Wuerttemberg Cooperative State University Karlsruhe, Germany
As part of the NextEducation research team, Tina manages European education projects at the Chair of Education Management and Lifelong Learning at Baden-Wuerttemberg Cooperative State University (DHBW) and is pursuing her PhD in the field of European higher education and future skills. She furthermore teaches academic skills and marketing. Before joining DHBW in 2021, Tina supported a Digital Innovation research cluster at Mainz University of Applied Sciences and furthered online research competence as part of a digital hackathon project turned research project funded by the German Ministry of Education and Research at Leuphana University Lüneburg. Between 2008 to 2020, she managed global strategy projects based out of China and India and spearheaded a consulting company.
Tina completed her Master of Science in Management (German Diplom-Kauffrau) at the University of Mannheim in Germany where she discovered her passion for research and teaching. As an avid lifelong learner she has on a part-time basis further pursued a PG Diploma in Modern and Contemporary Indian Art and Curatorial Studies at Dr. Bhau Daji Lad Mumbai City Museum, formerly the Victoria & Albert Museum Bombay, and a PG Diploma in Critical Theory, Aesthetics and Practice at Jnanapravaha Mumbai.
Mihajela Črnko
Project Coordinator, Knowledge 4 All Foundation, United Kingdom
Mihajela has been leading projects, repositories and initiatives related to OER for years and is a project coordinator at Knowledge 4 All Foundation. She is also Chief Communications Officer at IRCAI, International Center in Artificial Intelligence under the auspices of UNESCO and head of VideoLectures. NET; an award-winning, free, open-access scientific video lectures repository with more than 27,000 freely available educational videos.
